The East African Community (EAC) is a regional organisation mandated by the Governments of Kenya, Tanzania, Uganda, Rwanda and Burundi to spearhead the East African economic, social and political integration agenda.
The Treaty for the establishment of the EAC was signed in November 1999 and entered into force in July 2000.
The Community has already established a Customs Union through a Protocol that has been implemented since January 2005.
The other stages of the integration process are underway which include establishment of the EAC Common Market and the EAC Political Federation, as provided for by the EAC Treaty. With these policy instruments in place and those under preparation, the EAC has the challenge of broadening its resource base to implement the integration agenda.
EAC therefore plans to develop a Resource Mobilisation Strategy whose overall objective is to have clearly laid policies and procedures for mobilisation of sustainable funds which will facilitate prioritisation of EAC support areas and identification of key partners that support specific programmes of the integration agenda.
EAC now invites eligible consulting firms or individuals, to send proposals in developing the East African Community Resource Mobilisation Strategy.
Interested consultants must provide such information as,
(i) Corporate profiles including legal status of the lead firm and associates, general experience information over the last 5 years (including experience in Sub Saharan Africa), the firm's history and overall personnel structure and equipment capabilities
ii) Financial information including audited accounts for the last 3 years, status of assets and liabilities, evidence of being a taxpayer and letter of reference from their bankers;
(iii) Specific experience in the field of the assignment over the last 5 years to prove technical qualifications and experience and
( iv) Concise resumes of the consultants' key personnel indicating their academic and professional qualifications and experience.
Procurement of the services will be done through competitive bidding in accordance with the EAC procurement rules. Interested parties should submit their SEALED bids clearly marked "TENDER FOR CONSULTANCY ON THE DEVELOPMENT OF THE EAST AFRICAN COMMUNITY RESOURCE MOBILISATION STRATEGY" accompanied with a non-refundable fee of US$ 100 in Banker's Cheque.
The Cheque should be drawn to East African Community Secretariat while the bid should be addressed to:
