Provision of Logistical Support for Air Accident Investigation Department

1. Background

The Ministry of Transport is in charge of aircraft accident investigations. Aircraft accidents may occur at any time and in any location. In order to fulfill the investigation function effectively, the Department of Air Accident Investigation in the Ministry of Transport requires to respond to notifications of aircraft accidents expeditiously. Towards this end, the Department wishes to identify an individual or a firm to provide logistical support for accident investigations.

2. Required Services

The Ministry intends to appoint a contractor who will provide logistical support for accident investigation on an emergency basis after occurrence of an accident for a period of two years.

The services may be requested as and when required in any part of the country. The contractor will not be expected to have all the required equipment for the services but will be expected to source on short notice when called upon to do so.

The Ministry of Transport therefore seeks expression of interest from eligible individuals or firms to provide logistical support in the following areas:-
  • Surface, Air and Sea transport
  • Wreckage and Parts Recovery
  • Workshop disassembly, inspection, testing and analysis of components and equipment
  • Lab testing to include toxicological tests and postmortems
  • Procurement of specialized test materials and equipment
  • Procurement of specialized software and literature for use in investigation
  • Subscriptions and licenses for use of intellectual property
3. Eligibility

The eligible individuals or firms must:
  • Be based in Kenya
  • Be an aviation industry player, involved in provision of aviation services
  • Have experience in provision of logistical support to the aviation industry
  • Be available on 24 hour basis throughout the year
  • Deliver services on short notice
  • Have access to resources for provision of services
4. Required bidder information

Interested bidders must provide the following information:
  • Profile of individual or firm
  • For individual applicants, CV of the bidder
  • For bidding firms, CVs of key employees
  • A list of organizations where similar services have been rendered in the past
  • Proof of access to resources
  • Registration status for bidding firms
  • Compliance with income tax requirements
Firms or individual applicants will be considered for shortlisting.

A provider will be selected in accordance with existing Kenya Government Public Procurement and Disposal Act and Regulations.

Local Authorities Provident Fund (Lapfund) is a body Corporate established by an Act of Parliament Cap 272 to manage retirement benefits for employees of Local Authorities and associated companies in Kenya.

In pursuance of our mandate, Lapfund is in the process of finalizing construction of high end serviced apartments located along Mucai Drive, close to MIMOSA COURT, off Ngong Road, Nairobi.

Lapfund seeks to pre-qualify prospective bidder with suitably proven experience and capacity to market and manage serviced apartments to express interest so as to be short listed to bid for the Marketing and Management of Serviced Apartments.

The following are minimum requirements:-
  1. Must be experienced serviced apartment managers
  2. Must demonstrate ability to market and ensure full occupancy
  3. Must have previously undertaken similar projects especially in hospitality industry
  4. Must provide proof of financial and personnel capabilities
  5. Must provide the Company profile inclusive of past and present ventures of similar nature undertaken by the firm in the hospitality industry
The Expression of Interest, comprising the personal details, registered office, and all other information required should be submitted in Hard Copy documents comprising an original and five copies clearly marked “EOI FOR MARKETING AND MANAGEMENT OF SERVICED APARTMENTS”

To meet eligibility all interested applicants are required to submit their proposal to Local Authorities Provident Fund Offices, Gateway Business Park, 9th floor, along Mombasa road and attach the following documents:
  1. Registration of Business name certificate and/or Certificate of incorporation
  2. Copies of relevant registrations with relevant bodies
  3. Tax Compliance Certificate/ single business permit with the relevant local authority
  4. Audited Financial Statements for the last three years
  5. Provide a detailed approach to marketing process and its implication on occupancy
  6. Provide details of the current Apartments/Hotel under management. Brochures and other supporting materials describing the venture to be attached
  7. The Firm’s capability statement and profiles of proposed key personnel
  8. Proof of similar works previously undertaken
  9. Letter of recommendation from the firm bankers
The interested bidders may request for clarification on the Expression of Interest up to five days before the EOI submission date. There will be a site visit on Wednesday 2nd June 2010 at 2.30 pm at the project site located along Mucai Drive, off Ngong Road, Nairobi.

Communications Commission of Kenya (CCK) Improvement of Electrical Installations

Improvement of Electrical Installations at Various Communication Masts and Stations

The Communications Commission of Kenya (CCK) is the regulatory authority for the communications industry with responsibilities in telecommunications, broadcasting, e-commerce, and postal/courier services. CCK is also responsible for managing the country’s numbering and frequency resources.

The Commission is planning to improve electrical installations at the CCK Centre and its Kahawa Monitoring Station. To ensure compliance with the Kenya Civil Aviation Authority requirements, the Commission is also planning to overhaul the electrical wiring and system for the aviation warning lights on all its masts spread across the country. The masts are located in Nairobi, Mombasa, Kitale and Garissa.

The Commission, therefore, wishes to invite tenders from Contractors registered with the Ministry of Public Works, Category ‘B’ Minimum, for the afore-mentioned electrical installations and associated services.

Eligible bidders may obtain tender documents from the Commission’s Procurement office at CCK Centre on Waiyaki Way, Nairobi, during normal working hours (i.e. 9.00a.m-12 noon and 2.00-4.00 p.m ) upon payment of a non-refundable fee of Kshs.2,000 per document. The said amount is payable in cash or Bankers cheque to the Communications Commission of Kenya.
