Provision of Logistical Support for Air Accident Investigation Department

1. Background

The Ministry of Transport is in charge of aircraft accident investigations. Aircraft accidents may occur at any time and in any location. In order to fulfill the investigation function effectively, the Department of Air Accident Investigation in the Ministry of Transport requires to respond to notifications of aircraft accidents expeditiously. Towards this end, the Department wishes to identify an individual or a firm to provide logistical support for accident investigations.

2. Required Services

The Ministry intends to appoint a contractor who will provide logistical support for accident investigation on an emergency basis after occurrence of an accident for a period of two years.

The services may be requested as and when required in any part of the country. The contractor will not be expected to have all the required equipment for the services but will be expected to source on short notice when called upon to do so.

The Ministry of Transport therefore seeks expression of interest from eligible individuals or firms to provide logistical support in the following areas:-
  • Surface, Air and Sea transport
  • Wreckage and Parts Recovery
  • Workshop disassembly, inspection, testing and analysis of components and equipment
  • Lab testing to include toxicological tests and postmortems
  • Procurement of specialized test materials and equipment
  • Procurement of specialized software and literature for use in investigation
  • Subscriptions and licenses for use of intellectual property
3. Eligibility

The eligible individuals or firms must:
  • Be based in Kenya
  • Be an aviation industry player, involved in provision of aviation services
  • Have experience in provision of logistical support to the aviation industry
  • Be available on 24 hour basis throughout the year
  • Deliver services on short notice
  • Have access to resources for provision of services
4. Required bidder information

Interested bidders must provide the following information:
  • Profile of individual or firm
  • For individual applicants, CV of the bidder
  • For bidding firms, CVs of key employees
  • A list of organizations where similar services have been rendered in the past
  • Proof of access to resources
  • Registration status for bidding firms
  • Compliance with income tax requirements
Firms or individual applicants will be considered for shortlisting.

A provider will be selected in accordance with existing Kenya Government Public Procurement and Disposal Act and Regulations.

Submissions in plain sealed envelopes and marked “Expression of Interest: Provision of Logistical Support for the Accident Investigation Department” should be addressed to

and placed in the tender box located at the main entrance to Transcom House, Ngong Road, marked “MINISTRY OF TRANSPORT TENDER BOX” so as to be received NOT later than 7th June 2010 at 1100 hours East African Time.

Applicants or their appointed representatives are allowed to witness the opening that will take place immediately after submission date and time at the Accounts Boardroom located at Transcom House Annex.
