The Kenya Vision 2030 acknowledges the special circumstances of previously marginalised communities and in its first Medium Term Plan 2008-2012 places a premium on reducing poverty and inequality and re-balancing regional development.

In 2009 the Ministry, in collaboration with other stakeholders, produced the Vision 2030 Strategy for Northern Kenya and Other Arid Lands which outlines the potential contribution of the region to the achievement of the Vision. It also produced a Draft Sessional Paper on the National Policy on Sustainable Development of Northern Kenya and Other Arid Lands.

Having produced these Policies, the next step is to prepare a Medium Term Investment Plan (MTIP) to provide a clear roadmap for implementation of these documents and the realization of the Ministry's vision.

The Ministry of State for Development of Northern Kenya and Other Arid Lands is desirous of engaging a consultant or firm of consultants to support preparation of the Vision 2030 Medium Term Investment Plan for this Ministry.

The consultancy is expected to meet the following overarching objectives:-
  • To formulate the five (5)-year Medium Term Investment Plan (MTIP) for Northern Kenya and Other Arid Lands.
  • To ensure that the MTIP is acceptable to the Ministries, Departments and Agencies (MDAs), development partners and other stakeholders.
The MTIP Steering Committee at the MDNKAOL now invites eligible consultants / consulting firms to indicate their interest in providing these services.

Interested consultants shall provide information indicating their qualifications, capabilities and details of past experience, especially in areas of their expertise (brochures, descriptions of similar assignments, experience in similar assignments, experience in similar conditions, availability of skills among staff etc.) which will enable the Ministry to shortlist suitable consultants or firm of consultants.

The Consultant or the firm of consultants will be selected in accordance with the procedures set out by the Government of Kenya.

The National Council for Science and Technology (NCST) is a statutory institution of the government of Kenya, having been established by the Science and Technology Act. Cap. 250 of the Laws of Kenya.

The purpose of the council is to advice the Government on all matters relating to the scientific and technological activities, and for coordination of research and experimental development together with matters incidental and connected therewith.

The Kenya National Highways Authority (KeNHA) is a State Corporation established under the Kenya Roads Act, 2007, with the responsibility for the management, development, rehabilitation and maintenance of national roads.

The Authority intends to procure consultancy services for risk assessment to assist in the management and reduction of risk to an acceptable level.

Scope of Assignment

3) Risk characterisation:- This is the qualitative/ quantitative evaluation of likely adverse exposure to the risk.

4) Exposure Assessment:- This is the qualitative/quantitative evaluation of the likely occurrence of the risk.

Communicating the results and providing realistic guidance on their implementation strategy.

Situational Analysis of Children in the Justice System (Justice Sitan) in Kenya

The Ministry of Justice National Cohesion and Constitutional Affairs (MOJCA) and the United Nations Children Fund (UNICEF) are seeking the Expression of Interest of a consultancy firm and/or organization to conduct a Situational Analysis of Children in the Justice System (Justice Sitan) in Kenya.

Scope of Work

This Justice Sitan will provide:
  1. qualitative and quantitative information on the ability of the current formal system of justice and related services to deliver justice to children in accordance with international and national guidelines, regulations, and statutes; and,
  2. an overview of what informal mechanisms exist and whether these mechanisms operate in a complementary manner to the formal system or as a barrier to seeking and receiving justice.
The report will map the system of justice, identify gaps in service delivery, and make recommendations as to how to improve children's access to justice and their treatment within the system as victim, witness, alleged offender, committed offender, or any other reason for which the child may be in the justice system.

The report will also look at the gender dimensions of the justice system from both the service provider and client perspective and at the demographic and socio-economic background of the children and their families.

The deliverables include:
  • Quantitative and Qualitative Interview Assessment tools
  • Report of the literature review
  • Quantitative data set and assessment report
  • Draft Assessment report
  • Final Report
  • Presentation of the findings to the MOJCA and UNICEF KCO team (and possibly other interested parties)
Requirements
  • Only those firms/organizations which satisfy the following requirements will be considered as potential consultancy firms:
  • Proven professional experience in the legal and judicial fields (minimum of 10 years)
  • Proven knowledge of justice systems and treatment of children
  • Extensive experience in assessment design, qualitative and quantitative data analysis (remaining cognizant of gender dimensions), including use of statistical programmes
  • Proven research and analytical skills
  • Experience working in Africa (and Kenya) an advantage
  • Excellent writing skills (Candidates will be required to show examples of previous written work).
  • Fluency in written and spoken English and fluency in spoken Swahili.
Time frame: 6 months

United Nations Development Programme Kenya Short Term Assignment to Undertake Documenting of the Access to Rights Programme

Background:

Documenting the Access to Rights Programme is an important process to showcase the programmatic achievements and lessons learnt that the programme has contributed to during its five years of implementation.

The expected deliverables; a lesson learnt booklet and a DVD is to be produced and presented in a “user friendly” fashion to UNDP and its stakeholder.

The booklet and DVD is to be published in English. It will, when finalized be used as an outreach and advocacy tool

The Access to Rights programme seeks to address key areas of legal and human rights education, access to justice and enhancement of human rights network through paralegal networks; policy and legal reform; communities engagement in management of devolved funds and to address inequalities in accessing and benefiting from state resources.

It also target socio-economic empowerment with a strong focus on marginalized groups including women, and persons with disabilities.

Since its start many initiatives and activities have been undertaken in the area of strengthening Access to Rights in Kenya. The project has been ongoing since 2005 and there are many successful initiatives that have been undertaken by the implementing organizations. These experiences are important to capture and share with other actors in the sector. Therefore a documentation process of systematization of the lessons learnt is considered very valuable.

Scope of the documentation process:

The main objective of documenting this program is to capture the lessons learnt during the implementation of activities under the programme by implementing organizations. In particular, the specific objective of documenting the programme is to:
  • Systematize the lessons learnt (challenges, successes and best practices) from the Access to Rights Programme and its individual seven projects so that they can be used for the development of future initiatives in the area of Access to Rights
Deliverables:

The key product expected from this documentation process is a

1) user friendly booklet on lessons learnt and good practice and

2) Two interactive DVD documenting each organization and its projects successes and challenges:

Call for Expression of Interest to Partner under an Upcoming Funding Opportunity Announcement

Our client, the proposed prime grantee for transitioning the US President’s Emergency Plan for
AIDSRelief (PEPFAR) which comes to an end by 2012, and leading a local faith-based consortium currently implementing HIV care and treatment services in mission health facilities, is looking for organization(s) to partner with for an upcoming Funding Opportunity Announcement [FOA].

The role of the successful candidate(s) will be geared towards strengthening the FOA application at the time of writing with a view to filling any capacity gaps at that time.

In the event that this local faith-based consortium successfully wins the forthcoming FOA, the partnering organization(s) will be expected to start a one-year period of preparing the former’s capacity in financial management, monitoring and evaluation and provision of high quality clinical services within the national guidelines.

This request for application (RFA) is targeted to both local and international organizations with interest in partnering with and supporting faith-based agenda through this Expression of Interest (EOI). In this EOI, applicants should indicate how they will support

a) the larger vision of the Churches for health in Kenya,

b) the faith-based health system,

c) the role of the local organization(s) in health system and as the prime grantee,

d) the local organization’s vision for sustaining the faith-based care and treatment program

e) the capacity building of the local faith-based consortium in financial management, monitoring

Tupange Request for Expression of Interest for Consultancy Services for a Family Planning Situation Analysis in Nairobi, Mombasa and Kisumu

TUPANGE is a five year project whose goal is to increase and sustain contraceptive use among the urban poor in Kenya. The project is implemented by Jhpiego and its consortium partners Johns Hopkins University Center for Communication Programs (JHU/CCP), Marie Stopes International, National Coordinating Agency for Population and Development (NCAPD) and Pharm Access Africa.

TUPANGE is looking for a highly competent, qualified and experienced Kenyan-based consultant/consultancy firm with technical expertise and capacity to conduct a family planning situation analysis in Nairobi, Mombasa and Kisumu.

The situation analysis will detail:
  1. The “landscape” of facility-based and community-based reproductive health/family planning services
  2. Community perceptions on utilization of RH/FP services
  3. The social and political context for RH/FP,
  4. The advocacy, regulation, coordination and policy environment of FP services and
  5. A comprehensive analysis of local implementing partners working on RH/FP and related issues in the selected urban centers.
The consultant/consultancy firm is expected to undertake the following tasks:
  1. Carry out a desk-review of documents including national policies and strategies, plans, demographic health surveys, national service provision assessments and other relevant documents,
  2. Submit a report, detailing the situation analysis design, methodology, tools, work plan schedule and budget to carry out the assignment in each city to TUPANGE,
  3. Develop a sampling design and data collection & management protocol,
  4. Facilitate recruitment and training of field staff and pre-testing of data collection tools,
  5. Co-ordinate collection of data, and its entry into a suitable platform for cleaning and analysis,
  6. Analyze and interpret the findings,
  7. Develop and submit the first draft of the situation analysis report by 5th November 2010 and debriefing to TUPANGE and
  8. Submit the final situation analysis report.
The entire situation analysis should be conducted within a period of not more than 21 working days.

Requirements:

Eligible consultants/consultancy firms should:
  • Have proven experience in similar assignments with other reputable development organisations
  • Have a good conceptual understanding of issues relating to reproductive health in Kenya
  • A demonstrated high level of professionalism and ability to work independently
  • Excellent interpersonal, and communication skills, both oral and written.

1. Background

The Ministry of Transport is in charge of aircraft accident investigations. Aircraft accidents may occur at any time and in any location. In order to fulfill the investigation function effectively, the Department of Air Accident Investigation in the Ministry of Transport requires to respond to notifications of aircraft accidents expeditiously. Towards this end, the Department wishes to identify an individual or a firm to provide logistical support for accident investigations.

2. Required Services

The Ministry intends to appoint a contractor who will provide logistical support for accident investigation on an emergency basis after occurrence of an accident for a period of two years.

The services may be requested as and when required in any part of the country. The contractor will not be expected to have all the required equipment for the services but will be expected to source on short notice when called upon to do so.

The Ministry of Transport therefore seeks expression of interest from eligible individuals or firms to provide logistical support in the following areas:-

Improvement of Electrical Installations at Various Communication Masts and Stations

The Communications Commission of Kenya (CCK) is the regulatory authority for the communications industry with responsibilities in telecommunications, broadcasting, e-commerce, and postal/courier services. CCK is also responsible for managing the country’s numbering and frequency resources.

The Commission is planning to improve electrical installations at the CCK Centre and its Kahawa Monitoring Station. To ensure compliance with the Kenya Civil Aviation Authority requirements, the Commission is also planning to overhaul the electrical wiring and system for the aviation warning lights on all its masts spread across the country. The masts are located in Nairobi, Mombasa, Kitale and Garissa.

The Commission, therefore, wishes to invite tenders from Contractors registered with the Ministry of Public Works, Category ‘B’ Minimum, for the afore-mentioned electrical installations and associated services.

Eligible bidders may obtain tender documents from the Commission’s Procurement office at CCK Centre on Waiyaki Way, Nairobi, during normal working hours (i.e. 9.00a.m-12 noon and 2.00-4.00 p.m ) upon payment of a non-refundable fee of Kshs.2,000 per document. Introduction

Kenyatta University is a learning institution with a student population of 27, 307 (twenty seven thousand three hundred and seven) in Main, Parklands, Ruiru, Kitui, Mombasa, Nairobi City Centre, Nyeri and Kericho campuses. Programmes are offered under Open and Distant Learning, Holiday, Part time and Fulltime (Regular) modes of study.

The University wishes to engage the services of a consultancy firm to undertake a survey on customer satisfaction.

Objective

The objective of this survey will be to establish student satisfaction levels in the areas listed under Scope of Work in order to improve University services.

Scope of Work

The assignment will cover a sample of all students of Kenyatta University in all its campuses.

Specifically the consultancy firm will carry out:

A Students Satisfaction Survey to assess how they rate:
  1. Responses to Enquiries on admission, registration, fees balances and_examination results. Response timeliness and politeness by staff on admission, registration, fees balances and examination results in schools and departments.
  2. Recruitment/Admission: Courses offered, Level of advertisement of programmes and handling of application forms including timeliness, clarity and completeness of admission letters.
  3. Registration: Organization of registration process, fees payment and adequacy of information. Arrangement of units per level and clarity and adequacy of information from schools and departments on courses offered.
  4. Orientation: Orientation programme and process, adequacy and clarity of information offered during orientation and useful of orientation programme.
  5. Tuition/Teaching e.g. Relevance, adequacy and clarity of unit content, timeliness on coverage/ completion of tuition. Course outlines for units, Timetables._Lecturer's punctuality, competence, preparedness, friendliness, presentation and presentation skills/strategies of the lecturers. Affiliation to teaching departments/schools.
  6. Assessment i.e. Quality depth, relevance, promptness, preparation, adequacy, of administration of continuous assessment and feedback. Timeliness of Assessment Results.
  7. Support Systems such as Library services, Laboratories, Academic Advisory Services, Special needs, Co-curriculum activities, Graduation, Security on Campus and Students' Union
Expected Output
  • An assessment report with recommendations will be expected at the end of the assignment.
Qualifications

The assignment requires the services of a consultancy firm with a mix of skills with relevant experience in Human Resource Management, Customer Care and Research. Specifically the Team Leader must have at least a Master's Degree in Statistics and/or Economics. All other Team Leaders must have at least a first degree.

Interested consulting firms with the relevant qualifications and experience in conducting surveys are hereby invited to submit their Expression of Interest. Consultants should also provide the followings:
  • Relevant experience related to the assignment, track record and financial capability.

Expression of Interest (EOI) For the Development of a Human Resource Management Strategy for Local Authorities Public Financial Management Reform Programme

1. This request for Expression of Interest follows the General Procurement Notice for the Public Financial Management Reform Project which appeared in the UN Development Business Issue No. 671 of January 31st, 2006 and updated in UN Development Issue No. 733 of August 31, 2008.

2. The Government of Kenya (GOK) has received credit from the International Development Association and Other Development Partners towards the cost of Public Financial Management Reforms Programme (PFM) and intends to apply part of this credit to cover eligible payments under contract for the development of a Human Resource Management Strategy for Local Authorities.

The Government of Kenya through Office of the Deputy Prime Minister and Ministry of Local Government has received funds from the IDA and intends to apply part of the proceeds to eligible payments for the Consultancy Contract for Development of a Human Resource Management Strategy for Local Authorities.

There are currently 175 Local Authorities in Kenya comprising a City Council, 45 Municipal Councils, 62 Town Councils and 67 County Councils.

Local Authorities (LAs) comprises of Chief Officers and Councillors who are the local leaders elected by the residents of the area or nominated by the Minister for Local Government. Chief Officers and other Officers falling in scales 1-9 are appointed by the Public Service Commission of Kenya (PSC (K)) through the Ministry of Local Government.

The qualifications of some Chief Officers are defined in the Local Government Act Cap 265 so that invariably only those candidates who are qualified are appointed.

There is however no uniform standard set regarding qualification to the appointment of other staff of LAs. This is evidenced by the disparities in the Officers holding similar posts in different Local Authorities hence the urgent need for development of a comprehensive Human Resource Management policy for LAs in Kenya.

It is against this background that the Office of the Deputy Prime Minister and Ministry of Local Government has recognized the need for preparation of Local Authorities Human Resource Management Strategy which will provide focused guidance to Human Resource practitioners and the Local Authorities Management.

Objectives:-
  1. To have in place a Human Resource Management Strategy for LAs that is based on and is consistent with the Human Resource Reform Strategy for the Public Service Commission of Kenya and other locally, globally and internationally best practices.
  2. To make available materials for guidance to the Local Authorities on Human Resource Procedures and best practices for implementation of the strategy.
Scope of Work
  • The Consultant will through a consultative and participatory process, review the Human Resource Strategy for the Public Service and other Human Resource documentations and prepare a draft Human Resource Management strategy for LAs to suit their needs and which will be tested in ten (10) LAs.
  • The Consultant will visit ten (10) LAs which will be representation of the Local Government System as a whole and carry out a diagnostic study to identify the existing organization structures, staffing needs and Human Resource Management Policies and Procedures.

The Kenya Polytechnic University College invites tenders from registered contractors for Tender Number KPUC / T14 /2009/2010: THE PROPOSED VERTICAL EXTENSION OF ‘C’ BLOCK at the Kenya Polytechnic University College, Main Campus.

Interested Contractors who are registered with the Ministry of Public Works (proof of registration required) in Category F and above can obtain complete Tender Documents from the Procurement Office in person or against written application upon payment of a non-refundable fee of Kenya Shillings Three Thousand (Ksh. 3,000) payable in cash or bankers cheque to the Kenya Polytechnic University College.

All payments are to be made to the Cashier, the Kenya Polytechnic University College, during normal working hours.

Interested bidders should note that only those meeting the criteria specified here below and supported by relevant documents will be considered.
  1. Proof of works of similar magnitude and complexity undertaken in the last five (5) years.
  2. Adequate equipment and key personnel for specified type of works.
  3. Sound financial standing and adequate access to bank credit facilities.
  4. Litigation history of the company (relevant court and arbitration cases).
  5. Confidential business questionnaire.
  6. Tax Compliance Certificate.
  7. Copy of P.I.N Certificate.
  8. Bid Bond of Ksh. 175,000.00 (Kenya Shillings one hundred seventy five thousand only) from a reputable bank or insurance company.
Further, tenders from the following tenderers shall be treated as non-responsive and therefore subject to automatic disqualification.

a. A tender from a tenderer whose on-going project(s) is / are behind schedule and without any approved extension of time.

b. A tender from a tenderer who has been served with a default notice on on-going project(s).

Bidders may view architectural plans of the project at the Procurement Office during normal working hours. Tenders in plain sealed envelopes, marked Tender No. KPUC/ T14 /2009/2010 and bearing no indication of the tenderer should be addressed to:

Tender documents should be placed in the “Tender Box” at the Administration Block, 1st Floor, or sent by post so as to be received not later than Tuesday, 6th April, 2010 at 12.00 hrs. Submitted bids will be opened in the Conference Room immediately on the same day after the closing time in the presence of the tenderers or their representatives who choose to attend.

Late bids will not be considered. Prices quoted must remain valid for sixty (60) days from the opening date of the tender.

The Kenya Polytechnic University College reserves the right to reject any tender without giving reasons for the rejection and does not bind itself to accept the lowest or any tender.
