Expression of Interest for Provision of Consultancy Services for Risk Assessment


The Kenya National Highways Authority (KeNHA) is a State Corporation established under the Kenya Roads Act, 2007, with the responsibility for the management, development, rehabilitation and maintenance of national roads.

The Authority intends to procure consultancy services for risk assessment to assist in the management and reduction of risk to an acceptable level.

Scope of Assignment

The scope entails but not limited to the areas of operations as listed below:
  1. Legal & Corporate Affairs
  2. Corporate Communications
  3. Human Resources & Administration
  4. Construction Works
  5. Weighbridges
  6. Procurement
  7. Finance & Accounting
  8. Information Communication Technology
  9. Compliance with relevant Laws & Regulations
Objective of the Assignment

The assignment will cover but not limited to the following:

1) Development and Documentation of Risk Management Policy Framework

2) Risk identification:- This will involves identifying various risks which may hinder the Authority from

a) Delivering quality services to its customers;
b) Producing reliable information to be used by various stakeholders;
c) Conserving/protecting the environment it operates in;
d) Complying with laws, regulations and policies which affect its operations;
e) Planning for the future;
f) Safeguarding the Authority's assets;
g) Ensuring business continuity in case of unforeseen negative effects and; h) Detecting and preventing fraud.

3) Risk characterisation:- This is the qualitative/ quantitative evaluation of likely adverse exposure to the risk.

4) Exposure Assessment:- This is the qualitative/quantitative evaluation of the likely occurrence of the risk.

End Product

Communicating the results and providing realistic guidance on their implementation strategy.

Eligibility

The Kenya National Highways Authority (KeNHA) now invites eligible firms/consultants to express their interest in providing the service. Interested firms/consultants must provide the following:-
  1. Certificate of Incorporation/Registration.
  2. Tax Compliance Certificate
  3. VAT and P.I.N certificates
  4. Profile of the firm indicating experience in similar assignments.
  5. CVs of the key professionals/experts indicating education background and experience in successful execution of similar assignments.
  6. Evidence of resources capability. '
  7. Postal and physical addresses.
Selection of consultants will be in accordance with the Public Procurement and Disposal Act, 2005. Request for proposals will be issued to shortlisted firms.

Expressions of interest in sealed envelopes clearly marked "Expression of interest for consultancy services for risk assessment" must be delivered to the Tender Box at the Kenya National Highways Authority Offices, Mezzanine Floor, Blue Shield Towers, Hospital Road, Upper Hill so as to be received by Wednesday 15th December, 2010 at 12.00 noon or be addressed to:

Opening of the bids will take place immediately thereafter at the Board Room, 3rd Floor, Blue Shield Towers, Hospital Road, Upper Hill, in the presence of Consultants/Representatives who wish to attend.
