External Review of The East African Community Partnership Fund Tender Notice

The East African Community comprises of five Partner States namely Burundi, Kenya, Rwanda, Tanzania and Uganda (hereafter Partner States).

The broad goal of EAC is to spearhead the East African economic, social and political integration agenda, The partnership fund is a basket fund which was created by the East African Community Secretariat together with several Development Partners (known as 'Friends of EAC') to fund and support the EAC integration process.

The EAC Partnership Fund was officially launched in the Financial Year 2006/2007 and has now been operational for three years.

It is guided by Rules and Regulations that specify its operations and is managed by a Committee which is responsible for overseeing its work.

After three years of operations, EAC Secretariat and the "Friends of EAC" have agreed to undertake an external review of the Partnership Fund.

The evaluation and assessment of the current functioning of the Fund is needed to allow the further development of the Fund and the operations carried out under it.

This evaluation can also serve as an entry point for new contributing partners

The objective of this project is
  • To assess the overall functioning of the partnership fund and it's management giving emphasis to the impact of the fund in the areas of support and the core functions of the secretariat.
  • To review the partnership fund regulations to meet the needs of different stakeholders as well as the needs of the growing fund.
  • To review the link between the partnership fund and the proposed EAC Development Fund in order to avoid any duplication and provide recommendations.
EAC now invites eligible consulting firms or individuals, to send proposals for providing these services. Interested consultants must provide such information as,

(i) Corporate profiles including legal status of the lead firm and associates, general experience information over the last 5 years (including experience in Sub Saharan Africa), the firm's history and overall personnel structure and equipment capabilities

ii) Financial information including audited accounts for the last 3 years, status of assets and liabilities, evidence of being a taxpayer and letter of reference from their bankers;

(iii) Specific experience in the field of the assignment over the last 5 years to prove technical qualifications and experience and

( iv) Concise resumes of the consultants' key personnel indicating their academic and professional qualifications and experience

Procurement of the services will be done through competitive bidding in accordance with the EAC procurement rules.

Interested parties should submit their SEALED bids clearly marked "TENDER FOR CONSULTANCY SERVICES FOR STUDY ON EXTERNAL REVIEW OF THE EAST AFRICAN PARTNERSHIP FUND accompanied with a non-refundable fee of US $ 100 in Banker's Cheque.

The Cheque should be drawn to East African Community Secretariat while the bid should be addressed to:
