Lake Victoria South Water Services Board Water Services Board Support Project- Rural Water Supply and Sanitation Component Expression of Interest (EOI

Support Organizations (SOs) and Quality Control Agents (QCAs) for Rural Water and Sanitation Projects

1. Purpose for the EOI

Lake Victoria South Water Services Board through the Government of the Republic of Kenya (GoK) has received a Grant from the African Development Bank to finance the Water Services Board Support Project.

Part of the proceeds of the Grant will be applied to meet eligible payments for development and implementation of the Rural Water Supply and Sanitation Programme component of the Project.

The process entails participatory methods in the development and implementation of viable and sustainable rural water and sanitation projects through the support of Quality control Agents and Support Organizations (SOs)

2. Mandate and Location

Lake Victoria South Water Services Board was established on 12th March 2004 vide gazette Notice No. 1714 under the Water Act 2002.

The Board is mandated to be responsible for the efficient and economic provision of Water and Sanitation services in its area of jurisdiction.

The Board covers 43 (Fourty three) Districts namely Kisumu West, Kisumu East, Siaya, Ugenya, Bondo, Rarieda, Nyando, Rachuonyo North, Rachuonyo South, Homa Bay, Ndhiwa, Suba, Migori, Uriri, Nyatike, Yala, Rongo, Kisii Central, Nyamira, South Kisii, Masaba, Gucha, Borabu, Manga, Gucha South,Transmara, Kuria East, Kuria West, Bomet, Bureti, Sotik, Kipkelion, Kericho, Nandi East, Nandi South, Nyakach, Masaba North, Marani, Nyamarambe, Tinderet

3. Scope

In this respect the Board therefore invites qualified, competent and experienced organizations to submit their EOls for institutional support either as SOs or QCAs for the Board to undertake the following tasks

i. Support the board to undertake desk-screening of applications from Community Based Organizations (CBOs).

ii. Support the board to undertake the field verification of the successful applications.

iii. Support the CBOs to undertake the preparatory and design phases of the proposed development.

iv. Support the CBOs to undertake the implementation phase of the proposed proposal.

v. Support the CBOs during the implementation phase of the CPC.

NB:The SO shall be engaged by the Board to provide institutional support to the CBOs during the preparatory design, implementation and post implementation phases of the CPC process whereas the QCA shall be engaged in the provision of the quality assurance during the entire phases of the CPC process.

4. Qualifications

The Minimum qualifications shall be:

Legal status of the firm
a. Copy of Certificate of Registration in Kenya and Business Permit.
b. Copy of the PIN-code registration

Existence/operation of the firm for the last three years.

Documentary evidence of similar assignment undertaken in the last 2-3 years

Documentary evidence of the financial capacity

Curriculum Vitae of the key personnel -Technical, Social, Environmental, Public Health and Financial Experts.

5. Submission of EOI

All the EOI should be addressed and submitted (1 original and 2 copies) to the following address no later than 2nd September 2009 at 12 noon and clearly indicated it is either "Expression of Interest: SO Services" for SOs or "Expression of Interest: QCAs Services" for QCAs and NOT both addressed to the address below.
