Call for Expression of Interest to Partner under an Upcoming Funding Opportunity Announcement

Our client, the proposed prime grantee for transitioning the US President’s Emergency Plan for
AIDSRelief (PEPFAR) which comes to an end by 2012, and leading a local faith-based consortium currently implementing HIV care and treatment services in mission health facilities, is looking for organization(s) to partner with for an upcoming Funding Opportunity Announcement [FOA].

The role of the successful candidate(s) will be geared towards strengthening the FOA application at the time of writing with a view to filling any capacity gaps at that time.

In the event that this local faith-based consortium successfully wins the forthcoming FOA, the partnering organization(s) will be expected to start a one-year period of preparing the former’s capacity in financial management, monitoring and evaluation and provision of high quality clinical services within the national guidelines.

This request for application (RFA) is targeted to both local and international organizations with interest in partnering with and supporting faith-based agenda through this Expression of Interest (EOI). In this EOI, applicants should indicate how they will support

a) the larger vision of the Churches for health in Kenya,

b) the faith-based health system,

c) the role of the local organization(s) in health system and as the prime grantee,

d) the local organization’s vision for sustaining the faith-based care and treatment program

e) the capacity building of the local faith-based consortium in financial management, monitoring
and evaluation, provision of high quality clinical services and compliance with USG regulations, in
preparation to transition the entire current program and funds to local leadership in 2012.

The localled faith based consortium may sub-contract some roles to the partnering organization(s) for specific functions post-transition in 2012.

This RFA ensures that the process of identification and selection of partner(s) organization(s) is
transparent to meet the open contracts approach for a competitive process; single-sourcing and
soliciting for partnering roles is not allowed.

A steering committee comprising independent consultants will be constituted within 1-week to screen and review all the applications and determine, using clear criteria candidate(s) that fulfill the terms of this EOI, the suitable partner(s). Additional information will be available once the FOA is released.

Tupange Request for Expression of Interest for Consultancy Services for a Family Planning Situation Analysis in Nairobi, Mombasa and Kisumu

TUPANGE is a five year project whose goal is to increase and sustain contraceptive use among the urban poor in Kenya. The project is implemented by Jhpiego and its consortium partners Johns Hopkins University Center for Communication Programs (JHU/CCP), Marie Stopes International, National Coordinating Agency for Population and Development (NCAPD) and Pharm Access Africa.

TUPANGE is looking for a highly competent, qualified and experienced Kenyan-based consultant/consultancy firm with technical expertise and capacity to conduct a family planning situation analysis in Nairobi, Mombasa and Kisumu.

The situation analysis will detail:

1. The “landscape” of facility-based and community-based reproductive health/family planning services
2. Community perceptions on utilization of RH/FP services
3. The social and political context for RH/FP,
4. The advocacy, regulation, coordination and policy environment of FP services and
5. A comprehensive analysis of local implementing partners working on RH/FP and related issues in the selected urban centers.

The consultant/consultancy firm is expected to undertake the following tasks:

1. Carry out a desk-review of documents including national policies and strategies, plans, demographic health surveys, national service provision assessments and other relevant documents,
2. Submit a report, detailing the situation analysis design, methodology, tools, work plan schedule and budget to carry out the assignment in each city to TUPANGE,
3. Develop a sampling design and data collection & management protocol,
4. Facilitate recruitment and training of field staff and pre-testing of data collection tools,
5. Co-ordinate collection of data, and its entry into a suitable platform for cleaning and analysis,
6. Analyze and interpret the findings,
7. Develop and submit the first draft of the situation analysis report by 5th November 2010 and debriefing to TUPANGE and
8. Submit the final situation analysis report.

The entire situation analysis should be conducted within a period of not more than 21 working days.

Requirements:

Eligible consultants/consultancy firms should:

• Have proven experience in similar assignments with other reputable development organisations
• Have a good conceptual understanding of issues relating to reproductive health in Kenya
• A demonstrated high level of professionalism and ability to work independently
• Excellent interpersonal, and communication skills, both oral and written.

Interested consultants/consultancy firms are requested to submit their expression of interest stating their capability, proposed workplan, proposed budget, curriculum vitae of lead consultant, contacts of three referees and a short description of similar projects undertaken.

14. Tenderer must have evidence of an installed IT system that provides Accurate and up to date information on the administration of the scheme. Physical verification and testing may be done to confirm.

15. Tenderer Must provide evidence of its medical service providers branch network countrywide.

16. Tenderer must provide a list of its service providers for medical business and that selection of the service provider shall be in consultation with the Judiciary.

17. The Tenderer must commit to provide a specific contact person who will be handling Judiciary claims promptly and urgently as they arise.

Country Coordinating Mechanism Kenya Global Fund Round 9 Proposal

Kenya has been a beneficiary of the Global Fund to fight AIDS, Tuberculosis and Malaria and the Kenya Country Coordinating Mechanism (CCM) has decided to develop a National Proposal for Round 9. The proposal will comprise two diseases, Tuberculosis (TB) and Malaria.

Please note that for the HIV and AIDS component, the CCM adopted the new Global Fund strategy-The National Strategy Application. The priority areas which have been identified for Tuberculosis (TB) and Malaria as follows:

Disease Area: Tuberculosis

1. Strengthening of the Health Management Information System (HMIS) in Health Care Setting.
2. Intensified case finding and infection control
3. Improved case management
4. Carry out Operational Research
5. Community Systems Strengthening

Disease Area: Malaria

1. Scaling up of Vector Control activities through the universal access to Insecticide Treated Nets (ITNs) and conducting Indoor Residual Spraying (IRS) in targeted geographical areas.
2. Improved Malaria case management through provision of effective anti- malarial of drugs (ACTs) and strengthening of Diagnostic Systems including the use of rapid diagnostic tests.
3. To strengthen a supportive environment for malaria control using cross cutting strategies such as Behaviour Change Communication (BCC) and Monitoring and Evaluation.
4. Health Systems Strengthening including strengthening Health Management Information System (HMIS), Logistics Management Information Systems (LMIS) and Community Systems Strengthening.

The CCM invites organisations with experience in implementing HIV and AIDS, TB and Malaria programmes in the above priority areas to express interest for inclusion in the Country Proposal.

Eligible organizations should meet the following requirements:

• Experience in implementing activities in the selected disease area
• Strong linkages to communities in which the organisation proposes to implement activities
• Strong organisational governance and management skills
• Sound financial management capacity and internal controls
• Technical capacity to plan, organise, implement and report on projects
• Adequate number of skilled staff
• Adequate core physical infrastructure

Introduction

The National AIDS Control Council established KARSCOM (Kenya HIV and AIDS Research Coordinating Mechanism) to coordinate research on HIV and AIDS in accordance with the Kenya National HIV and AIDS Strategic Plan (KNASP) 2005/06 to 2009/10.

KARSCOM has developed and is implementing the HIV and AIDS Research Strategy, and part of the resources to implement it have been mobilized through World Bank funded Total War against HIV and AIDS (TOWA) Project Component 1. This RFA therefore relates to implementation of priority research through the TOWA Project.

The goal of this RFA is to promote evidence-based programming through operational researches emanating from Joint HIV and AIDS Programme Reviews.

KARSCOM is accepting proposals to undertake priority operational researches on the topics identified through the Joint HIV and AIDS Programme Review (JAPR) and by specific Monitoring and Coordination Groups as listed below:

1. Prevention of New Infections operational research priority areas

1.1 Abstinence and character formation among the youth; a situation analysis among the Faith Based Croups in Kenya. [The best one proposal will be funded]

2. Improvement of Quality of Life of people infected and affected by HIV and AIDS operational research priority areas

2.1 Determine the impact of ART on Health Delivery Systems including reduction of HIV and AIDS related bed occupancy. [The best one proposal will be funded]

3. Mitigation of Social and Economic Impact operational research priority areas

3.1 Conduct a situation analysis on HIV and AIDS among the elderly and their role in care giving. [The best one proposal will be funded]

3.2 Conduct a situation analysis on HIV and AIDS among the widows and widowers. The best one proposal will be funded]

3.3 Conduct a situation analysis on HIV and AIDS among the People with Disabilities (PWDs).[ The best one proposal will be funded]

3.4 Conduct a study on Female Genital Mutilation (FGM) and other forms of gender based violence and determine their influence on HIV transmission among adolescents and youth. [The best one proposal will be funded]

3.5 Conduct a situation analysis on HIV and AIDS status in the private sector. [The best one proposal will be funded]

Application Process, Review and Funding

The applicant (individual researchers or research institutions) must submit proposals responding to the above research areas in line with the Guidelines for Management of Research Protocols and an addendum which has been incorporated to strengthen the proposal review process that can be accessed through the NACC website at http://www.nacc.or.ke or from the Division of Monitoring, Evaluation and Research of National AIDS Control Council.

Proposals to undertake the consultancies will be reviewed as outlined in the aforementioned document. The grant for each operational study is Ksh. 2 million and only the best one (1) proposal will be funded in each area. In addition, no individual researcher or research institution would be eligible for funding for more than one research proposal. The application processing fee is Ksh. 1000 Payable in cash at NACC accounts office but preferably by bankers cheque.

Applicants who had previously expressed their interest in the RFA are advised to refer to the aforementioned addendum to make an informed decision on whether or not to re-submit their proposals. Those applicants who wish to re-submit their modified proposals in line with the aforementioned addendum should collect their proposals from the Monitoring& Evaluation division, National AIDS Control Council.

Please be advised that those who had paid application fees of Ksh. 1000 will not be required to make another payment.

A photocopy of the receipt used for payment will however be required during re-submission.
