Kenya Health Licensing and Registration Process Re-Engineering

ASSIGNMENT DESCRIPTION

The private sector in Kenya provides more than half of health services. It employs the majority of skilled health personnel and owns two thirds of health facilities. However the quality of services is uneven potentially jeopardizing patient safety.

In 2009-2010 IFC and USAID conducted analytical work and organized a process of dialogue
between the private and public sectors that resulted in an agreed agenda of reforms aimed at harnessing the private sector for the improvement of health in Kenya.

One of the key areas of reform agreed during the dialogue process was the streamlining of licensing and registration processes of health professionals and health facilities.


 
Responsibility for health licensing and registration is spread across two ministries and six regulatory bodies, leading to inefficiencies and gaps in monitoring patient safety.

With support from the Bill and Melinda Gates Foundation and the Governments of Japan and the Netherlands, IFC started implementation of the Kenya Heath in Africa Program in January of 2012.

The program supports health sector stakeholders on the implementation of the key reforms agreed during the 2009-2010 dialogue process and has the ultimate objective of increasing patient safety and reducing the costs of compliance with health regulation.

The Project is procuring a consulting firm to address the objective of:

Streamlining health registration and licensing processes leading to reduced private sector costs of compliance with health regulation and improved monitoring of patient safety.

The project is structured in two phases:

Phase 1:
Assessment of the current processes to register and license health professionals and
health facilities.

Phase 2: Process re-design, gap analysis and recommendations for implementation.

ELIGIBILITY
  • Demonstrated ability to tackle challenging assignments with creative thinking and rigorous analysis.
  • Proven experience delivering consulting services for international development organizations in Kenya.
  • Demonstrated stakeholder management skills.
  • Experience advising successful legal, policy and regulatory reforms.
  • Qualifications of key staff with particular emphasis in quantitative analysis, stakeholder management and effective report writing and presentation.
  • Experience in licensing and registration reform desirable.
  • Experience in process mapping and reengineering assignments desirable.
ELIGIBILITY RESTRICTIONS

Firms must either be registered as World Bank Group vendors in eConsultant2 or meet the requirements and be in the process of obtaining registration.

SUBMISSION REQUIREMENTS

IFC now invites eligible consulting firms to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Please note that the total size of all attachments should be less than 5MB and should not exceed 10 pages. Consulting firms may associate to enhance their qualifications.
