Provision of Consultancy Services for the Mid-Term Review of the Urban Projects Concept (UPC)

Background
Water Services Trust Fund (WSTF), a corporate body under the Ministry of Water and Irrigation and established under the Water Act, 2002 has received funds from Government of Kenya, German Financial Cooperation (KfW) and European Commission (ACP-EU Water Facility) to finance the implementation of water and sanitation, and water resources projects with special emphasis on the poor and marginalized communities.
The WSTF is presently operating through three “windows” of financing to the Water Sector
throughout Kenya: The Community Project Cycle (CPC), The Urban Projects Concept (UPC) and
the Water Resources Development Cycle (WDC).
The Urban Projects Concept (UPC) is an approach to support improved access to water and
sanitation in poor urban areas. The concept is designed to work with licensed Water Service
Providers (WSPs) in the country to provide services to the un-served and underserved in the urban areas.
WSTF intends to reach 1 million people with affordable safe water and 300,000 people with basic adequate sanitation by 2013.
The WSTF now invites eligible consultancy firms (local and international) to express their interest in providing consultancy services to carry out a mid-term evaluation of the Urban Projects Concept (UPC).
The mid-term evaluation will provide decision-makers in the WSTF and donor organizations with an overall independent assessment about the performance of the UPC, paying particularly
attention to the impact of the project against its objectives. The mid-term evaluation should assess the effectiveness and efficiency of the UPC approach in achieving its objectives.
The specific tasks under this consultancy will include:
a) A work plan, including identifying primary and secondary stakeholders to be consulted,
information on people to be interviewed, documents to be reviewed, projects to be visited, etc.
b) Make an overall independent assessment about the performance of the UPC, paying particular attention to the analysis of the relevance, effectiveness, efficiency, impact, sustainability, coherence and added value of the processes, systems and approach;
c) Identify key lessons and proposed practical recommendations to the main stakeholders of the
programme (such as objectives, extension, financing, Implementation, and management of the
completed facilities, etc.);
d) Highlight the main shortcomings and make recommendations on organizational structure,
staffing, resources, etc…
Expected outputs
a) A draft final report for presentation of key findings, conclusions and recommendations from the evaluation to stakeholders.
b) A one-day workshop to present the findings.
c) A final evaluation report, taking into account comments received on the draft report.
Requirements
1. Interested consultancy firms must provide information indicating that they have qualified
economic, financial and technical capacities to undertake this consultancy.
2. It is expected that the proposed staff have worked successfully on at least two projects covering on all the following areas; programme evaluation, water supply and sanitation, institutional capacity building, and evaluation of technical assistance.
3. Experience and knowledge of the Kenyan water sector is desirable but not mandatory.
4. The firms should provide brochures, business profiles and description of similar assignments
undertaken. The information should include name and addresses of at least 2 clients (giving the
contact person in each case) that the consultancy firm has worked with within the last 5 years.

This request for Expression of Interest (EOI) does not constitute a solicitation. WSTF reserves
the right to change or cancel the requirements at any time during EOI and /or solicitation process.
Submission of a reply to this EOI does not automatically guarantee that such a firm will be
considered for receipt of the solicitation when issued. Only vendors, deemed qualified upon
completion of an objective evaluation of their submission of EOI, will receive the final tender
solicitation (RFP) document.
